I don't understand it, so I take it as an insult.
That being said, I can "read" it because I can read a good deal of Japanese characters, so let's see what kind of hilarious quasi-translation I can come up with!
Looking at it, I get the impression that he's saying that I'm very different from him, possibly fundamentally. 我對自己的 ware-tai-ji-ko-teki (?) begins with the characters for I/we and what I think is a relatively archaic version of 対, again "tai," meaning "to face, encounter, turn towards, etc.," but can also mean to be in the right, to be correct. 自己, ji-ko, deals with things relating to oneself, and 的, teki, marks an adverb. So I feel like "我對自己的" means something along the lines of "Personally/on a personal level." 信心已超越別人對, shin-jyuu-i-chou-etsu-betsu-jin-tai, contains the characters for "belief," "heart/mind," "stop/previously," "very," "crossing," "different/separate," "person," and "facing/addressing," so I feel like this is conveying something like me being at ends with the poster's personal beliefs, and what he does in that situation. Finally, we've got 我的評價, ware-teki-hyou-ka. Again, I get a "personally" vibe from ware-tai, and hyou-ka contains the character for criticism, and for price, possibly evoking something like "reprehensible"?
In the end, I conclude that our mysterious commenter has said that:

And if some cute little lady feels that it is her prerogative, indeed, her CALLING, to wear that short-cut, blood-stirring invention of the 1960's and 1970's on any given day, much less to brave the blanketed, snow-drifted streets of a coastal town in the deep north, struggling against the howling, cruel, and frost-bitten breath of a dying winter, then there shall be no argument against lest you be faggy... These days are numbered, my friend, and though we can not know when our time will run out, surely it will and we do live in dire times... and this one, brave, smokin' hot soul took it upon herself not just to say, "Winter, be gone!" in an ostensibly vain attempt to conquer the cold, but to sacrifice the very barrier that keeps her from the brazen beast that is the coldest and the darkest in order to brighten the outlook of others, even if only infinitesimally... she is beauty, she is kind and gentle, she is all of those things that say, "lift your eyes, and hope!
